The Active Taxpayers List (ATL) is an online database updated weekly by the Federal Board of Revenue (FBR). It serves as the official record of persons who have filed their income tax returns for the relevant tax year. Individuals and organizations appearing on the ATL are designated as "Filers" and qualify for lower withholding tax rates on various financial and asset transactions.
Why Checking ATL Status Matters
If you are not active on the ATL, you are treated as a "Non-Filer" by banks, housing societies, vehicle dealerships, and corporate buyers. Non-filers are subject to double the standard withholding tax rates, and in some transactions like property or vehicle purchases, the rates can be even higher. Performing a quick ATL check helps you confirm your status before making any high-value transactions.
How to Become a Filer in Pakistan
If your status is checked as INACTIVE, follow these steps to become an active filer with FBR:
- Register on IRIS: Visit the official FBR IRIS portal (iris.fbr.gov.pk) and register using your CNIC, mobile number, and email.
- File Tax Returns: Prepare and submit your Annual Income Tax Return (Form 114) outlining your income, assets, and liabilities for the tax year.
- Pay ATL Surcharge: If you are filing after the official deadline, you must pay a surcharge fee of PKR 1,000 for individuals (or PKR 10,000 to PKR 20,000 for companies) to instantly activate your name in the next weekly ATL update.
